POSITION DESCRIPTION

The Junior Construction Project Manager participates in the preparation and monitoring of the construction of Qair Group wind farms in Moldova, from the time the final administrative permits are obtained (managed by the development team) until project commissioning.

He/she acts as the liaison between the local development team and the construction or support teams based in France and Romania, representing them in the country. He/she is also the local technical expert, supporting development efforts and overseeing electrical grid connection requests.

The position is based in Chisinau (Republic of Moldova), with travel required to project sites in Moldova and Romania.

Initially, this mission will be carried out under the V.I.E. program managed by the French Ministry of Foreign Affairs and Business France for a 12‑month period (with a possible additional 12‑month extension) (details & conditions :). Afterwards, it may be extended through a standard long-term employment contract with Qair.

MISSIONS

The Junior Construction Project Manager participates in the design, preparation, and contracting of wind projects, as well as the monitoring of the construction and commissioning of wind farms.

In particular, he/she will contribute to and/or oversee the following tasks:

  • Act as the company representative in Moldova for construction activities, liaising with Qair teams across France, Moldova, and Romania, as well as with local authorities and project partners.
  • Manage pre‑construction activities, including budget monitoring, tendering processes, and contract negotiations.
  • Manage project execution from design to commissioning, including schedule, cost, and resource control.
  • Manage project documentation by preparing, coordinating, and reviewing technical annexes, technical documentation, and technical due diligence.
  • Coordinate with the Moldovan electricity grid operator for project connection, energization, and commissioning.
  • Implement site organization, traffic, and logistics plans to optimize construction efficiency.
  • Lead and supervise on‑site construction activities, supervising construction teams and ensuring compliance with safety, quality, and regulatory standards.
  • Implement and maintain project monitoring, reporting, and documentation systems to support informed decision‑making.
  • Drive process improvements, standardization, and best practices across projects.

REQUIRED STATUS & SKILLS

Mandatory:

  • Fluency in Romanian and English and/or French.

Education & Skills:

  • Higher education (General Engineering, Electrical Engineering, Civil Engineering, or Mechanical Engineering).
  • Basic technical knowledge in wind or solar energy.
  • First experience in project management (planning, organization, monitoring, reporting).
  • Strong interpersonal and negotiation skills.
  • Basic knowledge of construction, environmental, and health & safety regulations.
  • Proficiency in digital tools (project management software, CAD tools, etc.).
