Assignment Title: Stakeholder Engagement & Social Safeguards Specialist

Reference No. CSI-1-12

The Government of Romania has received financing from the World Bank toward the cost of the Justice Services Improvement Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) objective is to effective implement and monitor the World Bank social safeguards requirements outlined in the Resettlement Policy Framework and Resettlement Action Plan, as well as relevant social risk mitigation activities highlighted in the findings of the social risk assessment. The Consultant will develop, coordinate, implement and monitor a public outreach strategy and stakeholder engagement plan for proactive, inclusive and effective engagement with project affected persons and citizens.

A Stakeholder Engagement & Social Safeguards Specialist - Individual Consultant will be hired by the Department for the Implementation of Externally Financed Projects (DIEFP) within MoJ. There will be a probationary period of 6 months, on the satisfactory completion of which this assignment will be for 24 months, to be extended based on satisfactory performance of the selected Consultant. This is a full-time position.

The Ministry of Justice - Department for Implementation of Externally Financed Projects (DIEFP) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, respectively:

Qualifications and skills:

  • University degree, preferably but not mandatory in social sciences, sociology, psychology, anthropology, development/urban planning and related subjects.
  • Capacity to undertake operational and analytical tasks, work in teams, and share knowledge.
  • Ability to work independently with limited supervision on a wide range of social development activities and achieving results with agreed upon objectives and deadlines.
  • Ability to write clear and concise reports.
  • Good capacity to communicate with people from different backgrounds and positions, as well as with local and national authorities.
  • Ability to advise and guide a team.
  • Working knowledge of English.
  • Proficiency in the usage of computers and office software packages (MS Word, Excel, Access, Outlook, Power Point etc.);

General Professional experience:

  • 2 years relevant experience and proven track record in working on projects covering a broad range of fields in social development and/or assessments/studies, urban planning, stakeholder engagement.

Specific Professional experience:

  • Demonstrated experience in social assessment and community organization work.
  • Demonstrated to think strategically and to conduct dialogue on social development policies and priorities.
  • Understanding of the World Bank’s safeguards operational policies, processes and procedures would be an advantage.

In order to be able to charge the Client for the activities performed under these terms of reference, the expert must be a person authorized under the Lawregarding the authorization of individual persons, able to issue invoices for the services provided. In any of the cases, the Consultant should be aware that the services will be provided only by the selected Individual Consultant and no substitution of any individual who was initially selected will be permitted.

A Consultant will be selected in accordance with the Individual Consultant method set out in the Procurement Regulations.
