Qualifications and Evaluations

• EDUCATION Option 1 (for candidates with 4 years of relevant experience): University Degree in Economics, International Relations, Marketing, Business Administration or related field.
• EDUCATION Option 2 (for candidates with at least 6 years of relevant experience): Completion of 2 years of college studies.
• EXPERIENCE Option 1 (for candidates with a University Degree in Economics, International Relations, Marketing, Business Administration or related field): 4 years of progressively responsible experience in economic research and analysis, statistical analysis, or business fields is required.
• EXPERIENCE Option 2 (for candidates with 2 years of college/university studies): Minimum of 6 years of progressively responsible experience in one or more following areas: energy sector analysis and monitoring, EU Policy research, economic analysis, or business administration.
• LANGUAGE: Fluent speaking/reading/writing English and Romanian. This may be tested.
• JOB KNOWLEDGE: The position requires strong economic expertise combined with deep, specialized knowledge of Romania, including: a solid grounding in economic principles, theory, and analytical methodologies; comprehensive understanding of Romania's economic structure, key sectors, institutions, and domestic/foreign policies; and familiarity with EU economic policies and regulatory frameworks. The role also demands specialized sector knowledge in energy and industry - covering energy markets, energy security, extractive industries, critical minerals, and mining regulations—along with expertise in state-owned enterprise (SOE) governance, reform, and privatization at both the Romanian and EU levels. Additionally, the candidate must understand international trade and investment principles, as well as Romanian political party dynamics and how they shape economic decision-making.
• SKILLS AND ABILITIES: The role demands strong analytical and research capabilities, including critical thinking, the ability to plan and execute research projects, and skill in developing, analyzing, and accurately presenting statistical data drawn from multiple sources. Candidates must have excellent communication skills, both written and oral, with the ability to produce clear, concise reports and explain complex information effectively. Strong computer and research proficiency is required, including Microsoft Word, PowerPoint, Excel, and database applications, along with the ability to conduct reliable internet research. The position also calls for strong interpersonal and professional skills—tact, diplomacy, and the ability to engage effectively with diverse stakeholders, including government officials and private sector representatives. Finally, candidates should demonstrate self-sufficiency and reliability, working independently with minimal supervision while maintaining strong organizational skills, time management, and close attention to detail and accuracy.
  
  BASIC FUNCTION OF POSITION:
• This position serves as the Mission's principal advisor on economic reform, energy policy, mining/extractive industries, and SOE reform and privatization, with a focus on issues affecting U.S. interests. Key duties include advising Mission leadership (including the Deputy Chief of Mission and Ambassador) on economic developments and their impact on U.S. interests, and recommending strategic approaches and identifying stakeholders for Mission engagement. The role requires coordinating with Economic Specialists and maintaining high-level relationships with senior Romanian government and private sector officials, EU institutions, and international financial organizations on economic reform, energy policy, critical minerals, and extractive industries. The advisor will also assess situations and recommend solutions to promote transparency and equitable treatment for U.S. companies in investment and privatization projects, providing technical guidance on regulatory and investment challenges. Additionally, the position involves monitoring and analyzing Romania's EU engagement and economic reform progress, initiating analytical reporting, and coordinating with Political Section counterparts and other agencies. Finally, the role supports Mission strategic objectives on economic growth through participation in interagency working groups.
