Terre des hommes Romania is seeking a Monitoring, Evaluation, Accountability and Learning (MEAL) Manager to join our MEAL department in Bucharest. ROLE OVERVIEW

The MEAL Manager supports Tdh Romania in designing and implementing Tdh's Monitoring, Evaluation, Accountability and Learning (MEAL) approach, ensuring that projects and programmes are high-quality, evidence-based and accountable to donors and beneficiaries.

With an increasing share of the portfolio financed through lumpsum and milestone-based grants, the role plays a central part in ensuring deliverables are robustly monitored, verified and documented to the standard required for results-based payment and audit.

The role reports to the Head of the delegation, with functional reporting to the Regional Quality & Accountability Coordinator – Europe and Asia and supervises the MEAL Officer.

KEY RESPONSIBILITIES

• Lead the development and implementation of the country-level MEAL strategy, in line with Tdh policy and donor requirements
• Ensure deliverables under lumpsum and milestone-based grants are robustly monitored, verified and documented to audit-ready standards
• Develop and roll out MEAL systems, plans and tools, including deliverable-verification and milestone-evidence systems
• Provide methodological and technical support to teams and partner organisations, including drafting evaluation terms of reference and selecting/monitoring consultants
• Act as knowledge management focal point, developing tools to capture and organise evaluation findings and good practice
• Contribute to project proposals and programme design, including MEAL, logframe, theory-of-change and budget sections
• Design and implement project-specific accountability frameworks, including Complaint, Feedback and Response Mechanisms
• Participate in regional MEAL exchanges and Communities of Practice with the Europe and Asia Hub
• Ensure MEAL evidence informs operational and strategic decision-making in line with Tdh and donor requirements
• Understand and apply Tdh's policies on safeguarding, safety and fraud prevention

REQUIRED QUALIFICATIONS AND EXPERIENCE:  

·       University degree in Social Science, Statistics, Development Studies, Social Work or a related field;

·       Minimum 3-5 years of relevant experience in MEAL or quality and accountability, in an NGO/humanitarian or development context

• Demonstrated experience contributing to donor-funded project proposals (results frameworks, theory of change, logframes and MEAL sections)

·       Familiarity with EU funding and reporting requirements (e.g. CERV, Daphne, AMIF, Horizon), including lumpsum/results-based grant modalities, is a strong asset

• Experience in project cycle management and facilitation of participatory processes
• Experience designing, planning and implementing quality and accountability processes (situation analysis, monitoring, evaluation, capitalisation)
• Advanced quantitative and qualitative data analysis skills, including software such as SPSS/STATA and MAXQDA/NVivo/Atlas.ti
• Previous experience measuring evidence-based outcomes and/or evaluating programmes; prior NGO experience, especially with children, is a strong asset

SKILLS & COMPETENCES

• Strong management and coaching skills, with experience supervising and developing a team
• Excellent interpersonal and communication skills; ability to cooperate with diverse stakeholders
• High computer literacy with full command of MS Office (advanced Excel), data visualisation tools and mobile data collection platforms (e.g. KoBoToolbox, ODK)
• Fluency in English and Romanian (written and spoken)
